The State of California is seeking a consultant to provide comprehensive design and content services under a five-year contract. The scope of work includes the development and ongoing refinement of brand guidelines, which will involve audience research focused on stakeholder communication preferences, demographic analysis, gathering public input, and assessing the effectiveness of various communication tactics. The consultant will lead efforts in building brand familiarity and direction through activities such as preliminary research, creation of concept sketches and outlines, development and presentation of visual and messaging systems, and managing brand guideline updates with appropriate assets and templates.

In addition to brand guidance, the contractor will offer art direction for individual deliverables, which may include fact sheets, presentations, planning studies, and reports that require complex infographics. There is an ongoing need for design support, with designers expected to be skilled in production design, text layout, and high-level informational design.

The consultant will also provide copywriting and editing support, which encompasses reviewing written content, crafting headlines, and organizing documents such as plan books, event programs, and various informational materials to ensure clear communication and effective information delivery.
