Summary:
Comprehensive RFP for data management, business intelligence, and software development services to support digital infrastructure modernization for the global Security Cooperation mission.
(1) Vendor needs to provide data management, business intelligence support and software development services.– Provide services for Program, Project, Data Management, Business Intelligence Support Services and Software Development & Sustainment.– Responsible for developing, maintaining, and modernizing digital infrastructure and business systems to support the global Security Cooperation mission. This includes IT governance, system development/modernization, cybersecurity, data management, IT infrastructure/operations, customer support, and innovation. Use of DevSecOps best practices including Agile Program Management, Repo & Artifact Stores, Automated Security, Automated Testing, CI/CD Orchestration, and Active Monitoring. Software can take multiple paths, individually delivering one or delivering a mixed architecture of IaaS, PaaS, SaaS, and Managed Services. Continuous software lifecycle evaluation against new requirements, user needs, and/or operational challenges including management of technical debt through agile risk management and developing courses of action to remedy that technical debt. Software Development: Requirements gathering/analysis, Designing, coding, testing, and deploying software applications. System Integration: Integrating different IT systems and applications. Database Management: Designing, implementing, and maintaining databases. Application Support and Maintenance: Providing ongoing support, bug fixes, cyber security compliance, and minor enhancements to applications. Cloud Services: Management, development, and migration to cloud–based services. Infrastructure Management: Maintaining and supporting IT infrastructure, including servers, networks, and storage. DevOps: Implement DevOps practices for automation, continuous integration, and continuous delivery. Data as a Strategic Asset: Data should be treated as a critical enabler of mission execution, with policies and processes that ensure accuracy, timeliness, accessibility, and security
