(1) Vendor needs to provide data development portal. This portal will serve as a centralized platform to publish, manage, and share energy and environmental datasets and dashboards with the public, researchers, policymakers, and other stakeholders. Key requirements include: easy access, intuitive and understandable interface, self-service capabilities, seamless integration, system accuracy, fast performance, scalability, security, provision of most relevant and recent data, multiple viewing options, and compliance with accessibility requirements. Features to be included in the portal are data descriptions, customized searches, downloadable datasets in multiple formats, interactivity, data sources, data limitations and constraints, last data refresh date, optimized backend for speed and uptime, capability to add new datasets, data lineage diagrams, and development of a single web-based platform capable of acquiring, processing, and displaying data from multiple types of sources. The portal must be accessible from mobile devices. Additional elements include configurable maps and dashboards for data visualization, public user access to historic data downloads in various formats, and secure, scalable data storage for both recent and historical energy and environmental data. (2) All questions must be submitted no later than February 13, 2026.
