(1) Vendor needs to provide data collection and management platform. – Provide a comprehensive, scalable, and secure software solution to support contract compliance, vendor management, and the tracking of agency spend with all businesses, including small, growing, emerging, and under–capitalized businesses. – The selected solution should support the following objectives: 1. Centralize vendor registration and certification tracking. 2. Automate contract compliance monitoring and subcontractor payment verification. 3. Enable real–time data capture and reporting across the procurement lifecycle. 4. Streamline bid posting, submission, and evaluation processes. 5.
