(1) Vendor needs to provide customer online payment system and merchant services.– Interested parties are invited to submit proposals for an Online Payment System or Merchant Services• Functionality – Online Payment System Requirements– Establish a consistent platform for online payments and self–service account management for citizens who do business with agency– The payment platform must be payment card industry (PCI) compliant and support web–based payments using multiple payment methods, including debit cards, credit cards, electronic checks (ACH), and electronic funds transfers (EFT).– Payment options should also include the ability to pay via text message and through the web using either a PC or mobile device– The selected solution should include a robust customer portal that enables users to create an account, manage ongoing payments for one or multiple accounts, store remittance data, and review billing history– The system must be scalable and capable of integrating with multiple existing and planned billing systems• Functionality – Merchant Services Requirements– Provide merchant account services to support credit and debit card processing– The solution must include credit card terminals and all necessary point–of–sale (POS) equipment at each cashier station to facilitate in–person payments and provide printed receipts.– The system must support EMV smart chip credit and debit cards.– The successful proposer shall implement and maintain a secure, fully functional merchant services solution that complies with all specifications outlined in the Merchant Services Checklist located in the Proposal section(2) All the questions must be submitted no later than November 19, 2025(3) The contract period will be for two years.
