Summary:
Arkansas seeks a customer information system to manage utility accounts, billing, payments, integrations, and reporting.
(1) Vendor needs to provide customer information systems. – The selected software must be capable of managing both inventory materials and non–inventory items to support operational, maintenance, and project development needs. • Maintain account information for all utility services. • Support master and sub–accounts, landlord accounts, and seasonal/temporary accounts. • Provide efficient tools for service transfers and account moves. • Generate accurate bills across multiple services. • Support consolidated billing, rebills, corrections, and bill previews. • Apply late fees and penalties based on agency–defined business rules. • Accept payments through online, mobile, IVR, kiosk, lockbox, and in–person cashiering. • Apply payments according to defined hierarchies (e.g., arrears first, oldest balance first). • Provide cashiering functionality with receipt printing, reversals, audit controls, and reconciliation. • Provide real–time and batch integrations with enterprise systems. • Support industry standards (MultiSpeak, APIs, JSON/XML, ODBC, flat files). • Include documented APIs with event–driven options such as webhooks. • Ensure compatibility with Munis (ERP), DataVoice (OMS), Futura (GIS), Cedars Financial (Collections), AMI/MDMS, and future asset management/work order systems. • Deliver out–of–the–box operational and financial reports. • Provide role–based dashboards and support for ad hoc queries. • Provide a full audit trail of user and system actions. • Encrypt data at rest and in transit.
