Summary:
Washington seeks grant management software for its Cultural Access Program, including workflow, security, and communication features.
(1) Vendor needs to provide cultural access program grant software. • Effective grantmaking software program should manage the grant through its entire cycle and serve as a portal for communication between the applicant and grant manager. • Able to independently design, copy, and modify custom workflows, forms and reports to suit each grant type and cycle iteration • Form data should be accessible to the grant manager(s) through custom reports and have the ability to be merged into contract and email templates. • The workflow system should be configurable with custom email templates that auto–send based on task completion, due dates, or dates pulled from form data. • The grantmaking program should also serve as a communication hub between the grant manager and applicants with the ability to send out template emails, from scratch emails, or leave notes within the forms or on the applicant's dashboard. • Single sign on (SSO) using Azure Active Directory (or in progress of getting it set up). • User provisioning: System for Cross–Domain Identity Management (SCIM) provisioning is preferred but provider may disclose other methods such as SAML. • Multifactor or two factor authentication for non–SSO accounts. Viable options include authenticator apps, time–based one–time passwords, and security keys. • Configurable roles and permissions, such as system administrator, administrator, user, customer, etc. to permit least privilege permissions. • Log user access, important data changes, and other security–related activity. • Provide data mapping best practices between old system and new system. • Maintain an information security program that is designed to ensure the confidentiality, integrity, and availability of the City’s data in the services. (2) All the questions must be submitted no later than Nov 26, 2025.
