(1) Vendor needs to provide creative services for storm water. – Provide creative strategy and planning, branding, video production and editing, graphic design, digital media, and imagery related to cause‐related messaging. – The target audience across all creative platforms and provide strategies that produce effective messaging and creative content to reach strategic goals and leverage creative contents in multiple formats. – Provide monthly and annual performance reports of all creative materials in development or produced and will work. – Create 3‐year creative direction and strategic plan for all educational campaigns, providing a consistent look and feel that gives cohesion to a variety of messages on a variety of media channels. – Create a fiscal year budget tracker and ensure services are provided on time and on budget. – Monitor and inform about new and emerging creative services and methods. – Establish and seek approval for creative production project budgets. – Develop creative content for the variety of messages and media channels. – Provide the talent and resources needed for developing creative content. – Provide monthly and annual performance data for each educational campaign. – Utilize best practices to ensure accessibility and effective communications for all. – Conducts educational campaigns to raise awareness about the effects of individual behavior on surface water quality, volunteer opportunities to protect local waterways, flood safety, storm drainage infrastructure and our organizations mission, priorities and programs. (2) Non–mandatory pre–bid meeting will be held on February 6, 2026. (3) All the questions must be submitted no later than February 12, 2026.
