The U.S. Government is seeking market research responses from qualified organizations with the capability to provide professional acquisition support services for the Capability Program Executive for Simulation, Training, Test, and Threats (CPE ST3). This opportunity focuses on supporting CPE ST3's mission through an Agile program management approach, covering areas such as product management, engineering support, digital engineering, DevSecOps integration, validation and verification, test planning and execution, training support, data analytics, and sustainment planning. The support effort may include two distinct Task Orders: one for Engineering/Acquisition Support and another for CPE Staff Support.

CPE ST3 manages a diverse portfolio of over 370 products used at more than 400 locations worldwide, providing critical test, training, and threat solutions for both U.S. and international Warfighters. The program is central to supporting major defense acquisition programs and operational readiness through ongoing innovations and compliance with statutory and regulatory guidelines. Contractors engaged in this effort will deliver specialized, measurable outcomes, enabling the Army to adapt to evolving threats, transform training/testing methods, and achieve modernization priorities.

The requirement emphasizes flexibility and expertise beyond government workforce capabilities, requiring contractors to surge specialized skills as needs shift. Services will span the full acquisition lifecycle, including requirements development, market research, acquisition strategy, solicitation development, source selection support, contract administration, and closeout activities. Activities extend across a variety of contract types and may include pre- and post-award support for multiple program offices and stakeholder groups. All work will comply with applicable federal and Army regulations and acquisition best practices.
