Maryland is seeking a qualified vendor to redesign its corporate website using a content management system (CMS). The website serves as a primary communication platform for sharing news and alerts, codes and standards, commission and ethics meetings, emergency work updates, capital improvement projects, rates and fees, procurement opportunities, and financial reporting. In addition, the website supports a wide range of customer self-service functions.
The redesigned website must emphasize a contemporary, accessible, and intuitive user experience, featuring responsive design for compatibility across all devices and current browsers. The contractor will be responsible for maintaining essential components from the existing website, such as the image and photo gallery, quick links, multi-column page layout, and text features. Enhanced functionality requirements include robust search capabilities (by content type, year, and file type), integrated social media streams displayed on key pages, and accurate tracking through analytics tools like Google Analytics and Tag Manager. The CMS must support integration with Oracle, SQL Server, Active Directory, and Microsoft Exchange, allow scheduled publishing and expiration of content, and function seamlessly on both Windows and Linux platforms.
Additional specifications include the use of a uniform cascading style sheet (CSS), clean SEO-friendly URLs with proper redirects, and a CMS solution known for regular security, theme, module, and plugin updates. The selected vendor will enter into a four-year agreement. Interested parties are encouraged to submit inquiries by January 20, 2026. A non-mandatory pre-proposal meeting is scheduled for January 15, 2026.
