The agency seeks a vendor to provide Strategic Systems Innovation (SSI) capabilities to proactively shape system conditions and address complexity through rigorous methods, tools, and governance. The service must enable the agency to understand complex systems, test interventions, and reallocate resources based on evidence and organizational learning.
Phase 1 will focus on training, targeting senior leadership to build understanding, governance, and commitment to systems-based decision-making, as well as core teams to ensure operational delivery of SSI methodologies and tools. Phase 2 centers on activating SSI, including establishing enabling assets for sustained delivery, management, and evaluation, along with performance and outcome metrics for the SSI service.
The vendor will also deliver a Strategic Systems Innovation Pilot, guiding the core team to apply the SSI service to a selected complex challenge. This involves defining strategic intent, conducting systems analysis, designing interventions, managing implementation, evaluating outcomes, and reporting on results. The contract period is one year.
