The Office of the Attorney General, Office of Administrative Hearings, is issuing this Request for Proposal for Hearing Officers to complete administrative appeals on an as-needed basis to clear and prevent backlogs. Duties include writing decisions with findings of fact and conclusions of law, drafting notices and orders, conducting legal research, and representing the office at administrative hearings. The initial contract term is anticipated to be from December 30th, 2026, through June 30th, 2028, with options for renewal in two-year terms.

KEY REQUIREMENTS

  • Must be admitted to practice law and in good standing in the Commonwealth of Kentucky
  • Must submit proof of an active Kentucky Bar license
  • Must be a certified KRS 13B Hearing Officer
  • Must have at least three years of experience with Cabinet for Health and Family Services programs or other administrative law experience
  • Must submit a minimum of three writing samples
  • Must maintain required insurance coverages, including $1,000,000 per occurrence Commercial General Liability and Professional Liability insurance
