The state of Oregon is seeking a vendor to provide contract administration software and associated services to support stable, affordable housing and effective HUD Section Contract Administration. The proposed solution must facilitate the management of performance-based HUD contracts by offering tools and resources to track and manage elements such as rent adjustments, contract renewals, and housing assistance payments, as well as monitoring incentive-based performance standards.

In addition to the core software and licensing, required services include implementation, project management, data conversion and migration, system testing, staff training, and ongoing maintenance and support, including possible future enhancements. Professional support and optional hosting services are also desired components of the engagement.

The intended contract period is ten years. This opportunity will require collaboration with housing leaders to integrate statewide policy goals that address poverty and promote opportunities for Oregonians.
