Connecticut's transit system is seeking a vendor to provide a contactless fare collection platform, including support services and EMV-certified validators. The solution must feature validators that are EMV Level 1, 2, and 3 certified for Visa, Mastercard, Discover, and American Express, with compliance for transit-specific requirements from various payment schemes. The system should be compatible with the Mass Transit Transaction (MTT) Deferred Authorization Framework and similar models, and must also adhere to PCI PTS v4.0 or higher security standards.
Key requirements include support for major mobile wallets such as Apple Pay, Google Pay, and Samsung Pay. Validators must be capable of storing tap records for at least 96 hours in case of back-end communication failures, and must accommodate configurable BIN range management. Additional features include fast offline data authentication, an anti-pass back mechanism for fraud control, physical durability suitable for the New England climate, and a display that remains visible in sunlight with status-indicating RGB lights.
The system should allow integration with transit vehicles’ wiring for power and ethernet, provide optional internet connectivity via SIM card, and support a DC power input range of 9V to 32V. A mobile inspection device is also required for fare enforcement staff to validate travel rights on-board.
The contract for this fare collection platform and associated services will span a period of five years.
