The Philadelphia Housing Authority (PHA) is seeking accounting, financial management, and technical consulting services for PHA and its related entities, including PAPMC and its limited partnership portfolio. Services include year-end close and audit readiness, ongoing financial leadership and review, LP accounting and investor reporting, staff training, procedures development, and special financial projects. The contract term is a two-year base period with three one-year option periods.

KEY REQUIREMENTS

Must have demonstrated experience in Public Housing project-based accounting and budgeting
Must have demonstrated experience in Section 8 budgeting and accounting
Must have demonstrated experience in capital fund accounting
Must have demonstrated experience in accounting for mixed finance projects
Must be able to provide independently audited financial statements and annual reports
Must provide a plan for participation in the Section 3 Resident based hiring, training or business concern program
Must provide a plan for compliance with PHA minority business enterprise (MBE/WBE/DBE) Policy
Must be a pre-qualified offeror with PHA
