Washington County is seeking an experienced consulting firm to provide strategic services focused on long-term public health financial planning and funding strategies. The primary goal is to ensure a resilient and financially sustainable public health organization that is prepared to meet evolving operational needs, accommodate population growth, and achieve sustained improvements in population health outcomes.

The selected consultant will be responsible for developing a comprehensive strategic plan for funding growth and diversification within the public health department. This includes offering guidance to the county's local public health funding workgroup. Key activities involve assessing the department’s historical and current financial state, comparing revenue streams with peer health jurisdictions of similar size and scope, and identifying opportunities to diversify revenue in support of strategic objectives and essential public health services.

The engagement is structured as a one-year contract. Interested firms must submit all questions regarding the project by February 19, 2026.
