The U.S. Army Corps of Engineers, Northwestern Division, Omaha District is conducting market research to identify qualified prime contractors for the construction of the Ground Based Strategic Deterrent (GBSD) Sentinel Security Forces Operations Complex (SFOC) at Minot Air Force Base, North Dakota. This upcoming project is planned as a design-bid-build (DBB) delivery, with an estimated construction value between $100 million and $250 million. Contractors responding must demonstrate bonding capability of at least $108 million for a single project.
The proposed facility will feature approximately 132,000 square feet of consolidated space, including warehouse and storage areas, armory and cleaning rooms, a vehicle deployment bay, secure briefing rooms, classrooms, simulator training rooms, unit learning centers, and administrative offices. The project scope also includes site infrastructure, utilities installation, demolition of an existing building (B587), ballfields, pavement, and additional site improvements. The facility must adhere to Department of Defense (DoD) Unified Facilities Criteria for permanent construction and meet all antiterrorism/force protection requirements.
Prime contractors with relevant experience in large-scale, secure facility construction are encouraged to submit narratives outlining their capability to carry out projects of this nature and scope. The anticipated contract award is scheduled for fiscal year 2027, with a project period of performance of 920 calendar days from the Notice to Proceed. The project is expected to be subject to Cybersecurity Maturity Model Certification (CMMC), Level 2 requirements.
