A market survey is being conducted to determine if there are a sufficient number of interested small businesses, including certified HUBZone, 8A, Woman-Owned, or Service-Disabled Veteran Owned Small Businesses, to potentially set aside the future construction project at Camp Parks Reserve Forces Training Area, California. The project entails design-bid-build services for a new 46,000 SF Collective Training Barracks to house 300 soldiers during various training activities, along with a 10,000 SF Fitness Center Annex.
The barracks facility will include open-bay sleeping rooms, gang latrines, storage areas, team rooms, laundry, restrooms, and shower facilities, while the fitness annex will provide space for physical training, administrative offices, restrooms, showers, lockers, and storage. The project covers all necessary infrastructure such as utilities, paving, lighting, storm drainage, as well as the construction of an eight-lane regulation outdoor running track. Building systems will incorporate information and energy monitoring controls, fire protection, HVAC, plumbing, and electrical systems, all designed for a minimum 40-year lifespan, energy efficiency, and compliance with DoD security and accessibility standards.
Interested firms must demonstrate experience in the design and construction of similar multi-story military barracks, dormitories, hotels, or apartment buildings (minimum 35,000 SF), providing up to three relevant project examples completed within the last seven years. Responses must include examples of work performed, percentage self-performed, project value, and key points of contact. Compliance with small business subcontracting requirements per federal regulations is required, and responses are limited to eight pages.
Best-fit vendors:
• Certified Small Business (HUBZone, 8A, Woman-Owned, or SDVOSB)
• Experience designing and constructing military or large multi-story residential facilities over 35,000 SF
• Proven federal contracting performance with relevant references
• Capability to meet federal self-performance requirements and bonding capacity
• Familiarity with DoD Unified Facilities Criteria, security, and accessibility standards
