The U.S. Army Corps of Engineers, Norfolk District, is preparing to solicit bids for the construction of a Vehicle Recovery Range at Fort Lee in Prince George County, Virginia. The project entails the construction of 24 concrete turning pads, along with associated site drainage improvements and road alignment and repair as necessary to support the new infrastructure.

Work will proceed in three distinct phases, with the contractor allowed access to only one phase at a time. During active construction in one phase, Army training operations will continue in the other two. Each turning pad location requires excavation of the existing roadbed, proper placement of concrete as specified in the project design, and storm drainage installation to ensure positive site drainage throughout the construction period. After curing of each pad, the adjacent roads will be regraded and realigned to integrate with the new construction in accordance with contract drawings.

This contract will be awarded as a firm-fixed-price and is set aside for eligible 8(a) small businesses under NAICS code 236220. The estimated construction value is between $5,000,000 and $10,000,000.
