NASA/Information Technology Procurement Office (ITPO) is hereby soliciting information from potential sources for NASAs Construction Management Enterprise Tool (CoMET). The National Aeronautics and Space Administration (NASA) ITPO is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for CoMET. The Government reserves the right to consider a Small, 8(a), Women–owned (WOSB), Service–Disabled Veteran (SD–VOSB), Economically Disadvantaged Women–owned Small Business (EDWOSB) or HUBZone business set–aside based on responses received. The purpose of the CoMET contract is to acquire a commercial–off–the–shelf (COTS) solution for capital program and project management; along with the system administration and technical support services to provide, configure, implement, and administer the configured COTS solution and related services for the NASA Office of Strategic Infrastructure (OSI). The configured COTS solution shall be known as NASAs Construction Management Enterprise Tool (CoMET). All references in this scope of work to CoMET shall refer to the contractor–provided and contractor–configured COTS solution. The scope of work included within this Performance Work Statement (PWS) includes the configuration, integration, and administration of the new software–as–a–service (i.e., cloud–based) enterprise–wide solution that includes hosting, licensing, configuration, data architecture, integration, testing, training, maintenance/support services, and system administration. This requirement will provide remote services for all NASA centers. Please see the attached Draft Performance Work Statement (PWS) for details. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on SAM.gov. Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis. Interested firms having the required capabilities necessary to meet the above requirement described herein should submit a capability statement of no more than 15 pages indicating the ability to perform all aspects of the effort. Please indicate your firm`s Federal Risk and Authorization Management Program (FedRAMP) status. If a solicitation is issued, all firms will be required to hold a current FedRAMP certification at the time of proposal submission. Additionally, please provide relevant past performance for contracts similar in scope and complexity to the requirements in the draft PWS. Include contract number, contract name, description, total value, and a point of contact. Finally, please include an estimation on pricing for this requirement. Please advise if the requirement is considered a commercial or commercial–type product. A commercial product and commercial service is defined in FAR 2.101, Definitions.
