A government authority in Laguna Beach seeks an Owner’s Representative consultant for construction management, inspection, coordination, controls, commissioning, and contract administration services. The required team includes construction, engineering, inspection, scheduling, cost control, commissioning, and electrical/SCADA specialists.

Must have at least three completed water, wastewater, desalination, potable reuse, or advanced treatment projects exceeding $100 million.
Must have demonstrated experience on at least three projects delivered using an alternative delivery method (e.g., Design-Build or Progressive Design-Build).
Must have demonstrated experience with coastal, marine, or similarly complex environmental infrastructure.
Must have demonstrated experience supporting startup, commissioning, performance testing, and acceptance of membrane treatment facilities.
Must have demonstrated experience providing construction management, resident engineering, inspection, or owner advisory services on federally funded infrastructure projects.
Construction Manager must have served as the lead CM, Project Director, Resident Engineer, or Owner's Representative on at least one completed water, wastewater, desalination, or advanced treatment project exceeding $150 million.
Must not be affiliated with, under contract with, or otherwise engaged by the Project’s PDBOM Contractor (Filanc, Hazen, Acciona Agua).
Must have demonstrated experience providing construction management, resident engineering, inspection, or owner advisory services on at least one large public works project performed under a Project Labor Agreement.
Key personnel must be California-licensed as applicable.
Must maintain required insurance coverage including CGL, Automobile Liability, Workers' Compensation, Professional Liability/E&O, and Cyber Liability.
