The government authority in Durham, North Carolina is seeking a qualified vendor to provide construction administration and observation support services. This project includes the preparation of an operations and maintenance manual that documents as-built conditions and details inspection, maintenance, and performance monitoring procedures for stormwater and stream restoration components, aligned with county stormwater requirements.

The selected consultant will attend pre-construction and progress meetings, prepare meeting agendas and minutes, review contractor schedules, submittals, pay requests, and change proposals, and issue bulletin drawings as needed. Responsibilities also include supplying construction baselines and benchmarks, conducting up to twenty site visits for project observation, and providing QA/QC material testing.

In addition, the consultant will handle activities related to substantial project completion, which involve developing punch lists, reviewing closeout documentation, and providing recommendations for final payment. All questions regarding this RFP must be submitted no later than April 30, 2026.
