(1) Vendor needs to provide Computer–Aided Dispatch and Automatic Vehicle Location (CAD/AVL) system. – To replace the existing CAD/AVL system on a one–for–one basis, but to implement a modern, reliable, and deeply integrated ITS platform that resolves the foundational issues. – The new system shall be the definitive and trusted source of truth for all operational data. – The Proposer will be responsible for delivering a system that ensures data is accurate, accessible, and transparent. – The system shall provide agency with clear documentation, including data dictionaries and database schemas, and direct access to its data. – The solution should allow operators to sign in for their shift (e.g., via badge tap) and have all actual work time, including scheduled runs, exceptions, and overtime, be captured automatically and pushed seamlessly to the payroll system. – Implement a digital, intuitive pre–trip inspection process on a mobile–friendly or ruggedized device. – The system shall provide dispatchers with a stable, modern, and unified command center to proactively manage service and eliminate reliance on paper and manual workarounds. – Provide robust, map–based tools to create and manage detours. – The new system shall transform raw data into actionable intelligence, allowing staff to proactively manage service rather than reactively analyze historical failures. – Cloud–Native Solution: The proposed central system software shall be a modern, cloud–native, multi–tenant Software–as–a–Service (SaaS) solution. – High Availability and Redundancy: The system architecture shall be fully redundant, with no single point of failure. – Single Sign–On (SSO): The system shall integrate with METRO’s Microsoft Active Directory environment to provide Single Sign–On (SSO) capability for all authorized back–office users (e.g., dispatchers, planners, administrators).
