A government authority in Ingham, Michigan is seeking a vendor to conduct a comprehensive water and sewer rate study. The selected vendor will analyze customer billing and usage data segmented by class and service area, review historical and projected operating expenses and revenues, assess the Capital Improvement Plan and asset replacement schedules, and evaluate current debt service and reserve policies.
The contractor will evaluate equity and consistency between commercial and multi-family customers, document the basis for cost allocations including base and extra-capacity costs, and identify any subsidies, imbalances, or rate misalignments. Vendors are expected to develop proposed rate structures for both in-township and out-of-township commercial and multi-family customers and assess the financial impact on representative customers across various classes and usage tiers.
Affordability and rate burden analyses across income levels are required, along with recommendations for phased implementation strategies where necessary. In addition, the selected firm will work closely with Township staff to prepare clear, visual presentation materials to effectively communicate the study findings and recommendations to elected officials and customers.
