The Center for Educational Partnerships seeks a vendor to deliver comprehensive strategic planning services aimed at supporting leadership in adaptive decision-making, shared responsibility, and risk-taking oriented toward learning. The scope includes conducting a thorough organizational review of program models, staffing, budget, and partnerships, as well as analyzing CEP data systems, evaluation protocols, and historic impact outcomes. The selected vendor will review key documents and materials, and engage stakeholders via interviews, surveys, and focus groups involving staff, campus partners, school districts, donors, students, and families where appropriate.
The project also demands a statewide and national scan of K–12 and higher education trends, community college student preparation needs, educational outcomes, and policy and funding environments. Findings will be synthesized into a Draft Theory of Change, defining the intended impact, key outcomes, core strategies, causal pathways, and foundational assumptions. Facilitated strategy workshops with leadership and program groups will inform the development of 3 to 5 strategic pillars and corresponding goals, identify priority innovations, and acknowledge areas needing redesign or deprioritization. The deadline for vendor questions is March 4, 2026.
