The system must incorporate advanced features such as license plate recognition (LPR), modern access control, and digital payment solutions, while ensuring compatibility with existing safety, security, and university enterprise systems.

The proposed solution should accommodate both ungated, pay-by-plate and pay-by-space environments, as well as gated or controlled-access facilities. It must facilitate a fully virtual permitting environment, utilizing customer license plates as primary credentials, and allow for flexible classification and eligibility rules, including supplemental and upgraded permitting options. The system should offer intuitive digital point-of-sale and payment processing, transparent fee structures, and workflows for departmental billing and reconciliation.

Additionally, the platform must provide real-time and predictive occupancy data, public-facing availability displays, AI-driven utilization analytics, and customizable dashboards for different user roles.
