South Carolina is seeking a qualified vendor to implement a comprehensive parking and transportation management system designed to deliver a seamless, customer-centered experience across the university campus. The system must incorporate advanced features such as license plate recognition (LPR), modern access control, and digital payment solutions, while ensuring compatibility with existing safety, security, and university enterprise systems.
The proposed solution should accommodate both ungated, pay-by-plate and pay-by-space environments, as well as gated or controlled-access facilities. It must facilitate a fully virtual permitting environment, utilizing customer license plates as primary credentials, and allow for flexible classification and eligibility rules, including supplemental and upgraded permitting options. The system should offer intuitive digital point-of-sale and payment processing, transparent fee structures, and workflows for departmental billing and reconciliation.
Additionally, the platform must provide real-time and predictive occupancy data, public-facing availability displays, AI-driven utilization analytics, and customizable dashboards for different user roles. Efficient enforcement operations are essential, with support for both fixed and mobile LPR-based enforcement technologies. Integrated event parking management capabilities are also required, including online event intake, inventory management, equipment and staffing coordination, conflict detection, and overbooking prevention. All vendor questions regarding this opportunity must be submitted by February 13, 2026.
