The State of California is seeking a qualified vendor to deliver a secure, scalable Comprehensive Investment Management System (CIMS) tailored for institutional asset owners. The proposed solution must provide direct software access for eleven investment team members, including installation, setup, training, and onboarding.

The CIMS should address limitations present in legacy financial software by consolidating point solutions into a single platform, thereby reducing operational complexity and risk. The system must fully integrate investment due diligence (IDD), portfolio monitoring, and operational processes across the entire investment portfolio. The initial implementation phase will focus on private markets IDD, with later phases covering portfolio monitoring and operational workflows.

Additional requirements include integration capabilities with custodian systems to enable real-time net asset value (NAV) tracking of plan assets, as well as automated collection and management of quarterly reporting and commentary. The software should feature robust search and analytic tools, allowing users to generate actionable insights from data across all managed funds.
