The selected vendor will provide comprehensive, proactive outreach services to individuals experiencing homelessness in Pennsylvania. Services include street-based engagement, relationship-building, and connecting clients to resources such as shelter, safe havens, behavioral health care, substance use treatment, medical services, and permanent housing options.

Providers are expected to share information on available shelter and treatment programs, harm-reduction resources, and housing initiatives. Additionally, vendors must diligently track outreach interactions, referrals, and outcomes using the city-designated data management system. A pre-bid meeting is scheduled for March 24, 2026, and all questions must be submitted by March 17, 2026.
