The project seeks a vendor to conduct a comprehensive equity audit, longitudinal ROI study, and provide strategic foresight services. Key responsibilities include evaluating instructional and programmatic equity by assessing student access, participation, and outcomes across various academic programs and supports such as core academics, advanced coursework, career pathways, special education, multilingual learner services, and social–emotional and mental health supports. Vendors will evaluate the degree to which district instructional systems and programs ensure equitable access to high–quality, culturally responsive learning environments for all student subgroups.

The scope also encompasses reviewing organizational leadership, governance, and policy alignment, including analysis of current policies, decision–making processes, workflows, and equity–aligned structures. Resource allocation, the development of an equity and longitudinal ROI framework, enrollment forecasting, and scenario modeling are critical components. Economic and political risk assessment, benchmarking, comparative analysis, and stakeholder engagement are required alongside managing change, supporting professional learning, building organizational capacity, and fostering school climate and inclusion. Data integration, quality, and governance, as well as transparent communication and public reporting, are also integral to the engagement.
