(1) Vendor needs to provide comprehensive environmental and social management system– Agency is seeking a consultant to assist with developing an Environmental and Social Management system (ESMS) for GCF programming– ESMS must also be scalable to support programming–stage application, including project–level risk management– Estimated period of performance February – March 2026; approximately 10 days.– The objective of this consultancy is to develop a comprehensive, GCF–compliant ESMS• Meets the accreditation–stage screening requirements.• Aligns with GCF ESS (including IFC PS1–PS8), Indigenous Peoples Policy, and updated Gender Policy.• Is adaptable for programming–stage applications, enabling project–level E&S risk management– Review and Gap Analysis• Review agency existing policies, procedures, and systems against screening requirements, focusing on accreditation–stage provisions, including:– Functional, inclusive, accountable, participatory, and transparent ESMS.– General E&S risk management demonstrates entity–level commitment, track record, and consistency of due diligence.– Institutional–level grievance redress mechanisms.– Compliance with Indigenous Peoples Policy at accreditation stage• Conduct a gap analysis identifying areas requiring strengthening to fully meet the accreditation–stage requirements.
