A consultancy opportunity is available to develop a scalable Environmental and Social Management System (ESMS) for Green Climate Fund (GCF) programming in Fiji. The selected consultant will be responsible for creating an ESMS that not only meets accreditation-stage screening requirements but is also adaptable for programming-stage applications, with the capacity to support project-level risk management. The estimated period of performance is February to March 2026, with approximately 10 days allocated for completion.

The ESMS must align with GCF Environmental and Social Safeguards (ESS), including the International Finance Corporation Performance Standards (IFC PS1–PS8), the Indigenous Peoples Policy, and the updated Gender Policy. Essential elements include an inclusive, accountable, participatory, and transparent management system, robust entity-level commitment to environmental and social risk management, effective due diligence practices, and institutional-level grievance redress mechanisms. The consultant will conduct a comprehensive review of existing agency policies, procedures, and systems against the GCF’s accreditation-stage provisions, with a focus on compliance with the Indigenous Peoples Policy. A detailed gap analysis will identify areas requiring enhancement to achieve full alignment with accreditation-stage standards.
