Vendor needs to provide comprehensive enterprise resource planning system assessment and strategy service. Conduct a comprehensive assessment of its current Enterprise Resource Planning (ERP) system and associated business processes. Review all relevant documentation, including budgets, current licensing agreements, support contracts, and integration diagrams. Business Process Mapping & Best Practice Analysis: Detail all end–to–end processes. Identify areas of inefficiency, manual workarounds, duplication of data entry, and use of supplemental 'shadow systems' (e.g., spreadsheets). Shadow System Inventory: The Consultant shall identify, document, and catalog all 'shadow systems' currently in use by agency staff. This includes, but is not limited to, Excel spreadsheets, Access databases, manual logbooks, and third–party SaaS tools purchased outside of IT governance. Optimized Process Design and Viability Analysis: Define streamlined, best–practice processes for all key functional areas. Initial Benchmarking: Provide preliminary, market-based cost estimates for the shortlisted solutions. All the questions must be submitted no later than February 24, 2026.
