The state of Texas is seeking a qualified vendor to develop a comprehensive economic development strategic plan. The scope of services includes conducting an economic assessment, analyzing workforce and educational institutions, and performing cluster, location quotient, and target industry analyses. Vendors will also be responsible for strategizing business and industrial park development, including plans for spec buildings, shovel-ready sites, identification of prime locations, and recommendations to leverage available land.

Additionally, the selected vendor will create marketing strategies aimed at both internal and external audiences, provide recommendations for a new tagline and marketing campaigns, and deliver a detailed marketing plan. The engagement also requires crafting an actionable implementation plan that emphasizes community involvement and incorporates a review of previous strategic and land use plans, recent development trends, and their economic impacts. The contract for these services will be for a three-year period.
