The State of California is soliciting proposals from vendors to provide compliance software that centralizes all compliance data into a single, secure system of record. The solution must automate the Implementation Record (IR) and Electronic Annual Report (EAR), streamline outreach and enforcement workflows—including capabilities for bulk communications and issuing notices of violation—and eliminate inefficiencies caused by data lag and duplication from infrequent uploads and the use of multiple spreadsheets.
Key requirements include controlled access for authorized users and auditors, maintaining audit-ready documentation for a minimum of five years or longer as required, and performing automated data cleaning, de-duplication, and validation with basic rules to prevent errors before data entry into the live database. The software must also support seamless migration from legacy sources such as SB 1383-related spreadsheets, Dropbox, and other prior systems during onboarding. Integration with ArcGIS for conducting route audits and route reviews is also essential to the project scope.
