(1) Vendor needs to provide complete communities framework and toolkit system. – Provide research–driven information on the benefits of integrating land use and transportation planning. – Ensure the toolkit is accessible in the chosen format(s), including downloadable formats (e.g., PDF), web–friendly versions, and linked content (e.g., funding tables, case studies). – Messaging content for each strategy, toolkit–wide messaging (framing, benefits), and case studies which includes proof points. – Toolkit layout and design mock–ups, Design templates for future use, Platform guidance (PDF, web, Excel, etc.). – Develop draft Toolkit based on feedback and internal review. – The consultant shall develop a practical approach for providing project management of the complete community’s project through collaboration with the project manager (PM) and relevant staff. – Comprehensive Review of Best Practices. – Development of a complete community’s framework. – Development of a complete communities toolkit. (2) All the questions must be submitted no later than December 05, 2025. (3) The contract period will be for one year. (4) Pre–proposal meeting will be held on December 04, 2025.
