The Minnesota State Fire Marshal is seeking a qualified contractor to support the development and standardization of fire-prevention outreach materials. The scope of work includes the review of approximately thirty-five existing and draft fire-safety fact sheets, which cover a variety of prevention topics. The selected contractor will assess these materials for consistency in branding, tone, terminology, format, and messaging. Responsibilities include delivering a comprehensive style guide, providing written recommendations for standardization, and producing a summary report detailing proposed edits and the rationale behind each suggestion. These standardization efforts must facilitate translation and effective communication in English, Spanish, Hmong, and Somali.
In addition to reviewing and improving fact sheets, the contractor will develop complementary multimedia outreach content, such as graphics, short videos, and audio clips. This content must align with the revised fact sheets and adhere to the approved style guidelines. The contractor will create materials addressing both the existing fact sheet topics and new priority areas identified by the agency, such as barn fire safety, cooking safety for families with children and older adults, and home-escape planning for older adults. All multimedia materials must be optimized for major digital platforms, including Facebook, Instagram, TikTok, X (formerly Twitter), and YouTube, and delivered in platform-ready formats (e.g., .mp4, .png).
Furthermore, the contractor will ensure that all resources are accessible, providing captioning, alternative text, and written guidance on best practices for posting and usage. Optional print-ready handouts or related materials to enhance public awareness may also be included. All deliverables must maintain consistent messaging and branding across all required languages and be suitable for use by both the state agency and local fire departments.
