The state of Texas is seeking a qualified vendor to administer promotional examination services for company officer and battalion chief positions within its fire service. The scope of work includes the development and administration of a multiple-choice examination, with questions sourced from three industry leadership books selected in collaboration with the agency. The examination will utilize a Scantron format, and an answer key will be supplied prior to the scheduled test date.

Additionally, the vendor will design and present a fireground or large-scale simulation exercise to test candidates' command and decision-making skills in high-pressure situations. Assessment center activities are also required, with the vendor conducting a series of scenarios to further evaluate the leadership abilities of candidates. All evaluators will be provided by the selected vendor and must be present on-site during the assessment process.

Vendors should note that all examination questions must be submitted no later than January 30, 2026.
