Organizations should proactively intervene in active or potential conflicts to prevent violence, stabilize impacted individuals, and offer long-term, intensive support to help shift behaviors, strengthen support networks, and provide pathways to safety and stability.

Efforts will be targeted at high-risk populations, with the goal of interrupting plans for violence and fostering long-term change. The contract duration is three years. A pre-bid meeting will take place on March 18, 2026, and any questions should be submitted by March 20, 2026.
