The government authority in Clifton Park, New York is seeking a vendor to develop a comprehensive plan for community trails connectivity and an active transportation bike and pedestrian network. The objective is to establish a town-wide vision that enhances connectivity to key destinations, closes network gaps, improves safety and ADA accessibility, and utilizes a Balanced Scorecard framework to prioritize project implementation and funding decisions.

Scope of work includes project management, advisory committee support, data and GIS compilation, mapping destinations, conducting corridor and connection audits with a focus on ADA compliance, gap and barrier analysis, targeted stakeholder engagement, project and policy development, and development of implementation, funding, and maintenance strategies. The project will involve verifying and updating GIS data on existing walks, trails, bike lanes, crossings, signals, and barriers, as well as mapping all transportation modes, utility corridors, and ownership information. Vendors will be expected to provide recommendations for trail upgrades, new connections, and policy actions to improve corridor-to-corridor connectivity and deliver an adoption-ready final plan.

Initial tasks include confirming study area limits, reviewing existing network and public lands, establishing partnerships, and developing an engagement plan. The plan should also identify ongoing projects in planning, design, or construction, both public and private, within the town.
