The selected vendor will be responsible for providing comprehensive community outreach and youth services to support individuals aged 12–17 within the community. These programs are designed for youth in need of recovery support services due to a substance use disorder, as well as those seeking a safe, drug–free environment regardless of recovery status. Service delivery will include the development and execution of a youth–focused marketing and outreach plan tailored to the cultural and specific needs of the community.

Outreach efforts will utilize printed materials such as flyers and posters, robust social media and digital engagement, and active collaboration with schools, youth-serving agencies, and other community organizations. The program will also involve participation in local events through tabling and presentations. Core program components will emphasize peer support, emotional and social skill development, life skills workshops, creative expression groups (writing, arts, dance), financial and digital literacy, experiential learning, and activities promoting holistic health and wellness. Additional supports will foster academic achievement, career readiness, and the strengthening of family and community relationships.
