(1) Vendor needs to provide community monitoring, actionable concerns tracking system web and mobile application enhancement solution. • Agency seeking quotations from suitably qualified service providers to enhance the CM–ACTS (Community Monitoring, Actionable Concerns Tracking System) WEB and Mobile Apps for the Office of the Cabinet Secretary. • Enhance the existing CM–ACTS platform with critical bug fixes and new features to improve user experience and system functionality. • Implement a two–way communication mechanism between citizens and government offices. • The development team shall implement the following enhancements from across the entire CM–ACTS ecosystem, modifying the backend API services, web application, and both iOS and Android mobile applications as necessary to ensure seamless integration and consistent functionality throughout the platform: • Web application notification features for real–time updates. • SMS notifications to Data Administrators and Focal Web Managers for new feedback submissions • In–app notifications for mobile application users regarding key updates (status changes, category reassignment). • Enable attachment of supporting evidence (photos or documents) • Implement role–based access control for reporting (limit Focal Web Managers to their assigned Ministry/Office data only).
