The State of Maryland is seeking consultants to provide expert community engagement and relationship-building services. The selected consultants will serve as community-based, trusted-messenger liaisons, supporting local messaging and strengthening connections between the agency, parent and provider committees, the broader community, and other key stakeholders.

Responsibilities include facilitating effective communication and collaboration, supporting the Executive Director and agency leadership in service delivery, and examining programs, administrative procedures, and policies to recommend improvements. Consultants will coordinate outreach initiatives, ensure representation of providers and parents in User-Centered System Design efforts, and assist constituents with inquiries and concerns. Participation in advisory councils, involvement in feedback sessions, and the development of templates and processes to advance the initiative are also expected.

This engagement requires proactive, accurate, and collaborative communication, along with a commitment to maintaining visibility throughout the community and supporting overall agency objectives.
