The State of Arizona seeks a statewide marketing contractor to deliver comprehensive communications and engagement activities focused on supporting new Medicaid work requirements. The scope of work includes raising awareness among Medicaid members and stakeholders, explaining eligibility criteria, outlining community engagement activities, guiding compliance and exemptions, and driving timely member response.
The selected contractor will be responsible for delivering messaging in clear, culturally appropriate, and multilingual formats, and for preparing a Stakeholder Input Plan to engage various audiences, collect qualitative insights, summarize findings, and recommend actionable next steps. Duties also entail the strategic planning, development, and publication of messaging materials in multiple formats (HTML, PDFs, graphics), coordination with existing teams across IT, social media, training, and HR, as well as providing thorough documentation for audit readiness.
A significant component includes campaign performance monitoring across all channels, results analysis against predetermined KPIs, and the formulation of ongoing recommendations to enhance the reach and impact of messaging. The contractor will be required to design and implement a robust performance measurement framework, ensuring optimization of community engagement efforts.
