The strategic plan defines five priority areas that are vital for the next phase of community revitalization, economic competitiveness, talent development, and enhancement of the local quality-of-place.

Responsibilities include providing strategic guidance, comprehensive project management, implementation support, and partner coordination aligned with the strategic plan. Consultants will assist with developing a downtown redevelopment strategy, create business attraction and incentive policy frameworks, and produce ROI models, prospect response templates, as well as council briefing formats.
