This RFP seeks a vendor to provide services for the development of a comprehensive community and citizen engagement manual. The consultancy assignment will involve creating a practical, inclusive, and government-ready participation manual that aims to enhance citizen engagement and stewardship, directly supporting the implementation of the urban forestry strategy.
The project requires the development of a phased, costed implementation roadmap for the participation manual, which will include capacity building, the creation of enabling policy instruments, and the establishment of monitoring and evaluation (M&E) indicators that align with the Urban Forestry Strategy. The vendor will also be responsible for devising a communication and behavior-change approach—encompassing public awareness, outreach, and channels for grievance and feedback—tailored to the project's local context.
Additionally, the scope includes assessing existing participation mechanisms and institutional arrangements for green development and management across multiple governance levels (city, sub-city, woreda, kebele, and neighborhood). The assessment will help identify gaps, opportunities, and practical entry points. The consultant will also design a multi-level participation framework clarifying roles, responsibilities, incentives, and accountability among residents, community-based organizations, the private sector, and government institutions.
