An Oregon agency is seeking a consultant to provide comprehensive communications support services related to council activities. The consultant will be responsible for advancing the agency's communications strategy, enhancing outreach to constituents, and producing informative content that aligns with and strengthens the agency’s legislative agenda through effective strategic messaging.

Scope of work includes a variety of weekly or bi-weekly deliverables such as photo stills, photo archiving (using Flickr), storyboarding, and the creation of short videos for social media. These videos may include 2D motion graphic animation, previews, scripted councilor messages, interviews, and coverage of council meetings or news events. Additional deliverables include designing templates and graphics for platforms like Instagram, Bluesky, and email; sending weekly newsletters; drafting press releases; pitching stories to the media; preparing talking points, scripts, and speeches; and organizing press conferences.
