This Request for Information (RFI) seeks vendors to provide comprehensive communications and support services. The selected provider will be responsible for assessing and developing communications management initiatives, internal communication strategies, and culturally informed messaging tailored to the organization's needs. Tasks include identifying media production partners to deliver approved storylines and public service announcements across various platforms, such as print, television, radio, online media, social media, community events, press releases, and managing the agency website.

Vendors will also assist in creating public trust-building communications, including speeches, opinion pieces, and video scripts as required. Building strong relationships with local media outlets—particularly those focused on neighbor island coverage and cultural reporting—is essential. Additional responsibilities include providing media training, developing outreach messaging for community engagement, producing internal newsletters, and supplying communication materials and toolkits to foster unified agency communication. The scope extends to culturally informed branding, e-newsletter templates, and updates to branding and style guides.
