The client is seeking a vendor to provide communications and public engagement consulting services related to the transition to automated cart-based curbside collection. The scope includes developing a comprehensive phased communications and outreach campaign, managing print procurement and mail fulfilment, and producing a video series with scripts and storyboards, including captions and subtitles in English and Punjabi.
The project involves building awareness and understanding of operational changes, preparing residents for the transition, and supplying clear "how-to" guidance to minimize service disruptions. Key deliverables include an initiation and discovery phase, a communications and public engagement plan, creation of a messaging platform, FAQs, staff enablement materials, creative design and translation, campaign execution, measurement and reporting, and optimization. The vendor will also be responsible for the procurement and management of printed materials and mailouts, as well as producing video content.
