A vendor is sought to provide collections software capable of calculating and collecting ad valorem taxes, special assessments, associated interest, penalties, and fees. The software should also support the calculation, collection, and distribution of non-tax payments, including non-account-specific payments such as payments in lieu of taxes, revenue, and sewer charges. It must accommodate payment schedules of various frequencies, including annual, monthly, at the point of sale, or by installment.

The selected software must comply with all State-mandated requirements, with the successful respondent responsible for any necessary system modifications due to legislative changes from the proposal submission onward. The provider will supply all key personnel needed for the software’s creation, implementation, data migration, and training, and may not change these individuals during the course of the proposal and award process.

The software must feature a real-time API for data retrieval, offer online research functionality, and enable online payments using live data, either directly or via third-party processing. Additionally, it should be able to distribute collected funds to the appropriate taxing jurisdictions, including adjustments for commissions, and migrate both current and historical records from the existing server. Preference will be given to solutions that support online and point-of-sale credit/debit payment collections.
