The state of Texas is seeking vendors to provide comprehensive cloud solutions that cover a broad range of services, including infrastructure, platform, and software offerings. The scope of work includes delivering integrated cloud solutions such as Infrastructure-as-a-Service (IaaS), Platform-as-a-Service (PaaS), and Software-as-a-Service (SaaS). SaaS offerings must seamlessly integrate with both IaaS and PaaS to ensure a cohesive technology environment.
Vendors will be responsible for provisioning and supporting scalable, secure cloud infrastructure through Cloud Service Providers (CSPs). This includes the design, deployment, and management of both enterprise and private cloud infrastructure, encompassing all necessary hardware, software licensing, and ongoing support and maintenance.
Additionally, the requirements include hybrid cloud integration, which involves designing and implementing hybrid architectures that connect public, private, and on-premises environments. Vendors should be capable of developing multi-cloud strategies, enabling cloud-to-cloud integration, data portability, and unified workload management across multiple CSPs. Application development and deployment services are also required, including modernization, deployment of cloud-native applications, and integration services across various cloud environments.
Comprehensive cloud migration and modernization services are expected, ranging from initial assessment to full execution. Vendors must be able to modernize and migrate legacy applications, including re-platforming or refactoring, as well as executing data migration services. Questions regarding this opportunity must be submitted by December 4, 2025.
