The system should store all video archives in a searchable format, indexed by agenda item and cross-linked to the corresponding minutes and agendas. Additionally, it should automatically generate HTML agenda and minutes documents that are linked to the relevant video archives.

The solution will feature a hosted web application and content management tool to handle all audio, video, and meeting documentation. Users should have access to a single view, which integrates video, audio, closed-captioning, a drop-down menu of agenda items, and a document viewing area for supporting materials such as agendas, minutes, and staff reports. The software must support editing and trimming of recordings, creation of intro clips, and merging of audio/video content. It should also capture closed captioning feeds and publish them with live webcasts in ADA-compliant formats, offering multiple languages including English, Spanish, Mandarin, Tagalog, and Gujarati, to serve the diverse population of the county.

Additional requirements include a video graphics overlay for customized branding, automatic updates, routine maintenance, a minimum five-year support lifecycle after implementation, and either a cloud-based or hybrid deployment model. The platform should feature a single sign-on (SSO) capability compatible with Office365, Google Workspace, or Classlink for internal-only video broadcasts.
